Hyderabad: Lecturers of the Government Degree College (GDC), especially those working in autonomous colleges in the city, are increasingly irritated by the transfer process initiated by the Commissionerate of Collegiate Education.

The city cadre training instructors allege that the GO 42 recruits in autonomous GDCs remained at the same station, while as part of transfers they were shifted to an area outside the focus (outside the limits of the GHMC).


In order to ensure that there is no shortage of teaching staff in the autonomous GDCs, the then government of Andhra Pradesh had introduced GO 42 in 2001, which allowed appointment of highly qualified teachers with PhDs from districts through interviews. As per this GO, in 2020, the DLs were appointed through interviews in autonomous GDCs with staff from within the city and districts.

The DLs of the city cadre alleged that though the GO 42 recruits were working in the same area of ​​focus (GHMC limits) for the last eight years, including in another GDC in the city, they were retained in the same area against compulsory transfer after completion of five years.

According to the city cadre, this was done by officials who misinterpreted the GOs to help their supporters. Previous six years of service of city cadre DLs and junior lecturers who were promoted to DLs were considered for transfer, while some incumbents were given special treatment under the guise of the GO 42, a DL alleged.

Further, the city administrators (DLs) alleged that there was a huge discrepancy in the allocation of points to the incumbent members of the focus area, besides vacancies in GO 42 remained blocked on the pretext that the incumbent members of GO 42 had not completed their four-year tenure in the GHMC limits.

A total of 112 DLs from the city government, including 85 women, including cancer patients, single parents and widows, were not retained in the same office despite the existing vacancies, they said. They urged the Commissionerate of Collegiate Education to apply for GO 317 prospectively for their transfers as the government orders were implemented prospectively.
